Hand punches, 2 pieces including Osborne

Hand Punches-
Offered are two hand punches-
1. A 6 point rotating head leather punch marked "C. S. Osborne & Co., Made in England".  Head rotates freely with 6 good punches.
2. A tool  with 1/4" diam. pointed punch that mates into a hollow anvil, maybe it's a grommet crimper?.  Jaws open to 7/16".  Not sure what this is for.  Has no maker name, only a patent no.  Made of aluminum with plastic dip handles.
I would give these a tool condition rating of Exc.
